I have a C26, W13, Rog1. It has a 20% xp penalty. According to documentation, it shouldn't. Posting to see if this is bug or mis-documentation.

maybe female is fc cleric and male is fc wizard, not both for both as doc implies?

What Bale says, working as intended. A build can have only 1 FC at a time, not both cleric and wizard (like in this case). It is the difference of C26-R1 (or W13-R1, whichever way you like to look at it) that makes problems. This only applies to FC; BC overrides everything, prestige classes never count towards penalties and special cases (Undying) are, well... special.
Edit: The description would indeed be more accurate if it said something like it does for general gnomes:
- Gnomes who have any Bard levels have Bard as their favored class rather than Wizard. (instead of plain "FC: Wizard, Bard")
But that would be too much typing.
