Ideas for improving Herald of Storms

Herald of storms supposed to be a master of conjuration/enchantment and cloud spells and a mixture of sorcerer and druid, but is much weaker compared to traditional arcane or druid.
Some ideas to improve it a bit:
1. Give it the epic spells for enchant and conjuration at level 41 for free and the paragon once PSF taken, based off the control class (druid or sorcerer)
2. Add murderous mist (from druid spell), and give it a special (example: stone affect on failure, so it turns stuff to statues and kills via poison)
3. Add incendiary cloud (from sorc spell), and give it a special (example: ignores fire healing monsters)
4. Give gusting monsters no chance to gust their spells (like PF/Malebranch/Nalfeshnee/etc). The 25% for non gusting is horrible.
