I am just curious. There are several items that seem to be named for people and some claim to be part of a set. Does Higher Ground implement sets, where having all items gives additional bonus?

No. Tags kind of take the place of this in a way. Tying bonuses to achievements versus a set of gear to allow the player to capitalize completely on randomization.

There are s lot of items named for "famous/legendary" players like the Wrap of Fistandantilus & Robes of House Jadon etc. for flavor.
There is/was a unimplemented set loot idea of Relics? (think that was the working name)iirc each piece of gear got added boosts/properties/bonuses depending on how many pieces of the gear you were wearing.
While the idea seems "really cool" it would require an extraordinary amount of work to try and balance it vs greatly randomized and UR auged gear.

KE is correct - HG 'Set Items' actually generally refer to 'Set Loot', which are items that drop from a single area (as opposed to 'Random Loot', which are a large collection of items that can drop in any area of appropriate level).
That said, HG _does_ have the concept of 'Gestalt Items' where wearing multiple items of the same gestalt collection grants an additional bonus. There are currently no gestalt items on HG, but if there were, they would operate in the classic Diablo mold you mention with additional bonuses for wearing multiple items from the same collection.
