I thought I saw a post somewhere that said you could assign commands to the emote menu. Is that possible?
Separately, Can we override the text that is spoken from an emote?

Yes, you can voicebind simtool commands. First, setup the command you want to bind. If for example you want to bind !cancel poly, you type: "!voicebind !cancel poly" (without quotes) and hit enter. Then you press the keys, for instance VDS, no typing in chat this time. That's it. Every time you press VDS emote, it will execute the command you assigned (in this case "!cancel poly", or unshift), instead of the default emote (in this case "Go stealthy"). Voicebinds need to be set up for each character separately, even if you want to do the exact same thing. The modified executable contains maaaaany more possible combinations you can use, instead of the default NWN emotes.
