So, if I have %40 ranged concealment from entropic shield, and 50% regular concealment from hide and camouflage, what is my effective ranged concealment?
1) 40% from entropic shield because it specifies ranged?
2) 50% from hide and camouflage because it is higher?
3) 70% because of the 60% that gets through the ranged concealment, half of that is stopped by regular concealment?
(I cannot imagine that it is 90% from adding them together)

2) is correct. As a rule of thumb, the highest applies. For PCs, you want your ranged conceal to be higher than general conceal; if it's not, there is no point in having ranged conceal at all.
3) applies (sorta) only if you are CC fighter. Then again, the secondary conceal check is made AFTER the primary, which follows the general rule above.

Ranged conceal is primarily for flying creatures as a mechanism to give them significantly better defence against melee attacks and before you ask levitating characters are not considered part of this group.

I'm pretty sure ranged conceal is readily available for players: storm tower is the most common, also illu-powered entropic shield (fwiw), and favored of solonor comes perma ranged concealed. In the monster department, it's the special melee conceal (higher than general conceal) that makes pigeons, malebs (and others) painful for melee tanks. |

Doh I meant melee conceal for flying stuff got it the wrong way round just know they are a pita to hit without a ranged character
