That’d be it. I’ll test in toyshop running it unshackled.
Why would they choose to have shackling cripple xp?! Was it just an unavoidable programming thing?

although the subject was raised in the past, the conversation derailed into doodoo and a detailed answer never materialized. i think the fact that shackling reduces the shackler's xp gain is unintended. not only does it not make sense anyway, but that take is also supported by this quote, which dates from the introduction of shackling and clarifies the details and numbers of the implementation (emphasis mine): Summary of shackling: To shackle your character, you must be at least level 46 (since the lowest level you can shackle to is 45). You need to take off all your equipment, then speak to the Rowan Guardian, who will offer you a selection of levels you can reduce yourself to. Upon shackling yourself, your LBAB, caster level, and spell penetration will be as appropriate for a character of the level you shackle yourself to. You will lose 1 point of DC per 2 levels you reduce yourself, and 1 point of AC plus one point for every 3 full levels you reduce yourself. You will be unable to use any items or powers which require a level higher than that which you have shackled yourself to. Items which require a Hells tag will also require level 55 to equip (and hence, may not be used at level 54 shackling and below). You will continue to earn experience as if you were your normal level (that is, the base experience you earn for any kill will not increase). However, for purposes of everyone else in your party, it will be as if you were the level you shackled yourself to. So you could reduce your 60 to level 48 and party with a 45-50 party without having any negative impact on the experience they earn. Acaos it's true that the un-emphasized part in parentheses does point at the "intent" which is really more about making sure that the shackling system isn't exploitable to get more xp. nonetheless, i don't think the logic or math in the code was supposed to actually decrease your xp, either. i think shackling reducing xp gain for the shackled toon is clearly a bug, but it's surely bottom-barrel priority and, oh well. in the meantime, there's probably also an argument to be made that even if it doesn't make sense or is in error, it ultimately doesn't matter for someone that's spending most of their time shackled, anyway...or if you're farming gear while shackled, you'd probably be doing it anyway regardless of xp gain, so whatever... still lame but meh...shrug

Confirmed. Unshackled, I get XP in toyshop.
Yeah, I don't think the highlighted text is accurate, though. My normal level, at present, is 79, and I get xp for kills in toyshop (300-500/kill) So when I shackle, I should continue to get the normal amount of xp; ie. 300-500/kill, rather than 0. I guess it is probably some unavoidable programming glitch (Or "Feature", as we like to call them. :-) ) Maybe the code considers me to be a lvl 51 toon partying with a lvl 79 toon, even though I am the only toon.
Well, that mystery is solved. Now if only we had a way to bump up mob spawns for solo, non-boxers! ;-)

even if it was treating your toon as a L54 doing the run with a L79, you still should get xp. being a lowbie in party with L60+ doesn't cause you to get zero xp, it just reduces it--which is where shackling is supposed to give the true lowbie toon the same xp they'd get anyway. the L54 still would get xp being dragged by unshackled toon, just less.
so yeah, shackled toon getting zero xp is clearly not working the way it's supposed to, regardless of soloing or not.
as for it being an unavoidable conseqeunce of the system...well, that. can't be ruled out, but i would wager it's just a bug
