Can someone explain how dragon breath works? The manual calls it a devastating breath attack but when I use it in-game it hardly does any damage at all.

Damage calculations for abilities/spells are dependent on the level of the character combined with multipliers and/or additional dice. You may not see it do much damage at low levels or against enemies with high resistance/immunity to that particular breath damage.

if so it is base on ur druid and shifter's lvl....

Yea it is dragon shape breath. My druid level is 12 with 1 legendary level. I have not tried it against low levels but at high levels it does almost nothing. I have also tried all 3 dragon colors on the same group of monsters and get the same results.

Well with so few druid levels your breath weapon won't hit very often. Since the breath DC is based on the number of druid levels, most everything will reflex save and you'll do half or no damage - depending on whether the mob has evasion or not.
Since druid or shifter (If I recall you don't have any shifter levels) isn't your control class dragon breath damage won't go up in legendary levels like it would for a druid or shifter. A dragon like that is pretty much melee only. If you have mostly druid/shifter levels the breath weapon can be quite devastating.
