Just wandering if there is any chance of boosting the 150 item restriction to 200 items?

Nope, the limit is there for a reason, believe it or not. Funky

In fact its more like 160 as it does not count any equipped items that you have against the limit. Plenty enough for any toon I'd have said and even if you have a load more than this get somebody in town to invite you and port to them while in a shop and you won't get dumped in encumbria and will be able to sell all your stuff at a decent rate (assuming you have some appraise that is).

If you're collecting and keeping lots of items, but you've filled up your bank vaults and your character is getting full, make a mule character (preferably one with boosted strength such as half-orc to help avoid movement speed decrease, although this isn't vital) and transfer all your items via your transfer chest in the bank to your mule character. Whenever you need to retrieve items, simply log your mule and stick anything you want into the transfer vault in your bank. This avoids having various items you've collected spread out over different characters, therefore making them hard to find - just log your mule to see your full collection of 'mule-banked' stuff.
Note; the 150 limit applies on entering town, so a mule character that only ever logs into the docks and heads to the bank will never wind up in encumbria, even if they are carrying over 150 items.
Also, when you first create your mule, grab some bags of holding from the merchants emporium (fill a page or two) to increase your capacity. You'll need to transfer some cash from another character using the bank transfer account first, to afford the bags.
Hope that helps.

Incorrect I'm afraid the docks count as town too so you'll be going to Encumbria if you enter with over 150 in your inventory. Also make a Bard, Wiz or Sorc then you can level up to 3 at the Rowan and use bags of holding then weight and space are not such an issue.

They all come up highlighted in red but you can still use them? I'd never actually bothered trying as red stuff is normally a no-no.

...as red stuff is normally a no-no. lol I think it's red because the item level restriction is simply based on it's value in GP per level. There's a gem which appears red too, (I think it's called large ruby or something) and that's a thing you can't even use! - unless there's a use for it I don't know...

Does the stuff you are wearing count toward the 150 limit?

Do items in bags of holding count I was never quite sure of that? since theoreticly those items are held in extradimensional space

Yes. The server doesn't care where the items theoretically are, it still has to track them and they still add to serverload. Funky
