So should use rapier and tower shield with this build? Also what's the best order to take the feats? Is that the right order that's in the first page?
Thanks!

Yes to the rapier and tower shield and I'd go for something similar to the build on page two if you want saves that will stand up if you want to go to Hell. The original build was created way before saves of 60 were required.

Would you change anything now that only 28 levels of assassin is required for the dev crit?

With this build it doesn't actually make a lot of difference as 2 more levels in rogue or WM post 20 will have minimal positive effect on the final outcome apart from reducing your dev crit dc by 1 or 2 which is obviously not desirable. If the build included a class that had discipline as a primary skill then you would obviously want to take that at 40 and max it, WM suck when it comes to skills that have any real use.

Pentative Shield has been modded to not allow a 30+ dexer to use it, and others may also be. I think Eragus Agium (or whatever that big black Dusty shield is called) needs 30+ STR, which is tough to get with 30+ dex. But it does not appear to be a general rule. HellBlade uses Mokni sith shiled, Myrkuls and other Towers with no problems

I tend to use Ixityls Will for the +25 discipline boost that this shield gives, but ones with elemental immunities also have their advantages.

Ok prove my wrong why don't you, just shows how long it is since I made a WM build! In that case you could take a WM level at 40 to get +12 on your final discipline (43 vs 32 I think?) at the cost of +1 dc on your dev crit ability.

Also remember that by not taking 30 assasin you lose a feat, and I think a bit of conceal/uses of improved invis. So if you go 30 assasin and take ESF discipline and discipline off class in LL you'll still end up with 42 discipline vs 43 disc and +1 DC over the guy that splashed WM at 40. The only bonus the splash cass gives you is the option to take ESF disc on top of 43 disc though on a build like this you really can't afford the extra feat for it. So basically I don't see a huge advantage in splashing a discipline class.

I'd want to check out the build completely though with the addition of ESF discipline as 10 extra can make all the difference between running them through with your rapier and holding a useless piece of junk in your hand. Some people might consider it a viable trade off. The new class requirements do expand the options of an assassin but at the cost of feats and dev crit dc. I'd always reccomend sticking it in the CBC and messing around with it until you're happy with the results then trying it out in the test chamber.

Turk is my modified version of this build, i have 30 assassin and esf-discipline for 95 with halfling penalty to str after gear. a bard is your best friend, but its certainly respectable
i believe if you're going for the dev crit, esp with a dexer, focus on dc and then go defense ala saves, and then if you can, squeeze in the locks/traps abilities
i sacrificed epic weapon focus, prowess, and 2 great dex feats to get my saves over 60 and epic skill focus feats for three skills.
also: i think if you give up on Bur chests, then monk might be better as a starting class for rogue, because it gives you 3 more saves.

Actually you can raise your Base AB by 1 if you throw another Rogue and WM level in before 20th. Which would still leave you with the required 28 levels of assassin 4 Rogue and 8 WM. Not sure how much of an impact this would really have in the long run but it may help. You could even increase this by 2 if you swapped out Rogue for Ranger and you could stay at 7 levels of WM and 5 Ranger. The key being not going above 8 levels of assassin pre-epic and losing the AB at 9th. MLoki

keep in mind you want to balance ability to hit, with power. 28 assassin levels suffers a penalty of 2 to its dc versus the full 30 levels. a high dc is worthless without the ability to hit, but much of the damage potential of the dex based assassin lies in its dev crit.
i think that before you sacrifice dc for ab, that you calculate your final ab and compare it with the ac of enemies where you plan to play. i know that i accumulate plenty of kills in the first few layers of the hells without the epic weapon focus feat, and i would prefer to sacrifice an epic skill focus feat and give up on chests, rather than give up one dc for my crit.
if you want to successfully disarm traps and open locks in the hells, you will need rogue levels.
