While not a new idea, and while it doesn't do anything particularly new, it is still a little strange. This is built using Salamander, and I don't know that I would bother using any other subrace unless you wanted some significantly docked casting power.
Ultimately you get Spell Pen checks of +71, and a Wail DC of 54. So compared to a pure genie wizard (not spec'd in Necro), your caster level is +3 and DC is -1; compared to an illithid wizard you come out ahead because of the caster level bonus, though this assumes you only care about necromancy effects. (Note that you do not get epic spells with this character.)
Your AC will be okay; compared to your average strength tank, you have a little extra AC (-4 from a lack of LSA Tumble, +6 from Pale Master bonus), and you do max out your Craft Armor ranks. Your AB fully buffed is something like +90. You end up with full critical hit immunity. Your saves at the end are 60/60/60. Input would be appreciated as to if these saves should be changed; you could dock your Reflex and get +2 Fort and Will by going with Legendary Hardened Soul instead of Luck. I believe you end up with a total of 905 HP.
So overall nothing in particular about this build is anything to scream about, but just remember: you're a tank that Wails things. I think that's pretty cool.
I had considered going with illusion for the high Weird DC that would further justify this build but I figured necro would be more generally useful. Originally in revising this build I went with Champion of Torm for reflex saves but compared to fighter it doesn't get heavy armor. I also had more fighter levels but you can't wear some Wiz/PM gear without at least 21 PM levels anyway; plus the spell pen basically justifies it.
I went with light flail as the focused weapon for this because it seems the best, but I don't know about the damage types the high level weapons do so that's something I would like feedback on.

This build is very feat-tight. Obviously 2 more Great Strength feats would be nice but you get what you can get. Epic Skill Focus Listen was something I considered but you have maxed-out Listen anyway and can cast your own Clairaudience/Clairvoyance. You probably would also want Extend Spell and Empower Spell I guess.
Remember to max out your Discipline at level 40 when you take your last Fighter level.
Total skills at level 60: Discipline 43, Concentration 63, Listen 63, cross-classed Tumble 30, Craft Weapon 35, Craft Armor 63, Spellcraft 27.
It's possible you could skip Concentration and max out Craft Weapon. You don't need Parry because you get full crit immunity from being a Pale Master anyway. I'd like to find a way to boost Craft Weapon I suppose.
