While I agree that working with a group and someone who knows what they are doing is the best option for leveling, sometimes that is not an option so I would like to know what areas would be the best for leveling for respective levels or categorized by AB/AC.
I also noted while I was in defiled tomb on the lower floors that at one point I could hit and kill the undead down there, then sometime a bit later while still down there I hit them but did no damage, not even base damage from a critical hit. It didn't even say anything like Weapon Ineffective.

That information is very complex and would involve AB, AC, save bonuses, physical, elemental, and exotic resists, spell penetration, spell DC, spellslot count, weapon/spell elemental types, appropriate weapon enhancement, etc. I recommend learning this through experience and maybe even testing - the combat log is a very valuable tool if you know how to read it well. Hardcore play is also quite the "school of hard knocks" when it comes to lowbie areas. You learn or you die.
To answer your second question, it's possible you encountered a creature that had had time to give itself a damage reduction effect like Stoneskin. In that case, the reduction will eventually be burned through and you'll deal full damage.

Back to the original question. I'm also interested in finding a list of areas by approximate level. It isn't uncommon to find no low level characters on. Going into areas and getting instantly killed gets really tedious. A basic list would make this server a lot funner for newbies.

I've been noticing the very small amount of new characters myself, and whenever I do find the rare lowbie party, I'm often met with silence. Quite annoying.

You can also pick one or two of the NPCs in the Sooty Crow or the Silver Moon and do their quests. If you do the accomplishments along with the quests, you can progress fairly safely. If you just do the quests from one or two, you could find yourself in over your head and talking to the Immortal much sooner than you desire. If you do all the quests for all the NPCs along with the accomplishments you will have too much XP and be looking at the level-up picture too often.

As far as the Tags are concerned. Some of the tag areas seem to be way out of line with the tag level. An example is the Bandit Chief on the East Road. The tag is max Level 16. The bandits show up as "impossible" for a level 15 character if you examine one.
Also, as far as lowbie parties are concerned. If this site can't attract new players its days are numbered. In my opinion, improving the appeal for newbies should be a high priority.

As to the OP--I would agree wholeheartedly with Johann that this is a very difficult question to answer in generalized terms. So much is dependent on your toon, your party, your items, and your level of familiarity with HG in general and the area in particular that I would be hesitant to really answer, for fear of "being wrong". That said, after a quick glance through Torin's list, I would say that it looks pretty accurate to me (or at least for the areas that I have experience in). Again though, these values are pretty liquid. When it comes to very-low lowbie solo play in particular, a PM, a druid or ranger (mentioning this due to a certain thing that greatly eases low-level play if used correctly), and a paladin would have very different experiences in terms of how easy or hard an area is. Torin's list looks to be a great guide though if you are feeling unsure. There was some discussion of this and similar topics recently in a thread (if I get around to it later I will link it), and I don't want to get into it, but you are right to a degree. Just be careful; and in my opinion part of why I believe certain tags like this should remain unchanged is that they teach new players early on that HG is more or less a party-based server, and some things are just not meant to be soloed. Not to say that they are impossible to solo, by any means--but at least for a new player, they should not be attempted solo. Once you get to the later content, you would be hard-pressed to really accomplish anything solo (or so my understanding goes--I haven't seen the vast majority of it myself ). Another tag that comes to mind here is the Formian Matriarch...this is one tough tag at its maximum level. Be warned that some tags are by no means easy...and don't forget that these lowbie accomplishments are not intended to be taken-for-granted "quests" that everyone just does easy-peasy as they progress...many or even most of them are, but some are indeed quite challenging, and in my opinion should remain so. If everything was easy enough to solo with any character, gear setup, and level of expertise, to me that defeats part of the purpose of "accomplishing" something, and furthermore doesn't teach you the skills you will need to survive and be a benefit to others in the late-game areas. From my understanding, the most important part of success in HG stems not from your personal skill at min-maxing and "owning" mobs but rather from your skill at interacting with others and making sure the party itself succeeds. I think some of these tags such as Bandit Chief are great in that they help new players understand this very early on. /end rant ;D

I was here years ago and got a toon up to lev 60 thanks to Naatanni then left due to traveling for work too much. I went back to a simple server to play, did some building there then that server died. Now I'm back, so what's old is new again. 'nuff about me. I have to say I've chatted with a bunch of people and skyped with one about reinc and everyone is 100% awesome helping people. If you ask, they will help! ;D

Thank you for this useful resource. Personally, I think the xp scale should be increased to accommodate for modern gaming. It would have been fine in the day when HG was originally made but I think these days, it's just so much of a grind just to level up, its just unbearable at times. I had to stop earlier today because I couldn't take it anymore, clearing the same dungeons over and over and still what felt like no direction. Something in the order of 10-20% increase would help move the pace along. There is only so much Hack and Slash one can take, before it starts to wear off.

I started a new account and new toon recently and have found if I hunt for loot drops for better gear in addition to tags I have managed decent exp and growth when solo I have yet to hit up any of the quests. I tend to use the quests last. I will say that there are some specific tricks to getting fast/easy exp for lower levels the biggest hurdle I would say is the first 2-5 levels and anyone levels a quasiclass will suffer far more than others.

There is only so much Hack and Slash one can take, before it starts to wear off. with the exception of a few unfortunate gap points, you shouldn't be needing to clear the same areas over and over again. the list above is not a very useful resource for efficiently levelling up. those level ranges look more like the "recommended" levels for a given map to be done easily by a child. many of the specified level ranges will not result in satisfying xp gain. your complaint is certainly sympathized with but it's difficult to provide useful advice without more details. what class(es) does your party consist of, are you soloing, what level/which zones are you referring to, and so forth? like many "old-school" rpg formats that don't consist of closely hand-held xp gain via required quests and a linear creation-to-endgame progression, hg's levelling experience does vary significantly depending on the player's familiarity. it's unfortunate that the game is no longer as active as it once was when the original PoA mod was created, but keep in mind that hg did dedicate some dev time to improving 1-40 experience a few years ago. there's always more improvement to be made, but more specific feedback would be more useful than blanket statements. the mob CR and population in some maps is overly-rewarding, and increased xp gain across the board would simply result in a more exaggerated disparity than exists currently, rather than actually fixing anything. the "system" (by design or by flaw) inherent to PoA is basically one of most areas not having very good xp unless done at levels quite below the "recommended" range; some areas having ok xp; and some areas being very efficient for grinding xp. again, this is something that's just kind of built into this type of game, because once a player has attained the familiarity to take advantage, they will gravitate to the most efficient areas for gaining xp for a given build/party composition. which areas and mobs did you find slacking on xp? which areas were you needing to repeat with a sense of no direction? i agree that most 1-40 zones should have an xp increase of (at least) 10-20% per mob. however, despite this discussion being had many times over the years, to my knowledge no one has yet created a detailed list of which mobs need to to be tweaked or which maps need to be adjusted. until that's done, implementing anything is unlikely to occur. i'm not sure what the options are for addressing the weak xp gain in most zones. for example, is artificially increasing mob CR to produce higher xp/kill, or applying a blanket % boost on an entire map, possible? don't forget that your best resource is other players, whether in game, on the forums, or on the discord channel. reading 12-year old threads and necro'ing them probably isn't the best way to improve your enjoyment in the short-term.
