If a caster puts down a cloud spell like Incendiary Cloud and monsters that generate kickback start taking damage from it, will the caster get kickback from all the monsters taking damage?

Yes, kb will hit the caster and if it is a party kb monster such as machine, will cause the party some grief.

Ok, so would it be fair to say that a Quasi like Herald of Storms is pretty useless at high levels since the spells would be likely to cause massive kb damage to the caster if not the entire group?

Not in my opinion--sure, there are plenty of such mobs, but that doesn't mean a Herald can't either a) use other options or b) just avoid souping over those mobs. Of course, in all likelihood the rest o the party would take care of these mobs somehow, so my guess is that this wouldn't be nearly as big of an issue as it would appear to be.
From what I have seen (which admittedly isn't much), if anything a Herald is far from useless. Heralds rock, and there is plenty for them to do even on runs with lots of kb mobs. And don't forget that there are some runs where there are only a couple kb-causing mobs to even worry about.
After watching Heralds dominate, I wouldn't be afraid of playing one by any means. Soloing some runs for loot would be a complete breeze, for example.
Soup is amazing, and thus Herald clouds even more so. I think just about anything is doable on this mod with the right tactics; intelligent teamwork; and a proper understanding of what to do/what not to do.

Heralds have a number of clouds which do no damage: Grease, Stiking Cloud, Mind Fog and Web come immediately to mind and they are all very useful in just about all areas of the mod.
My Herald damage clouds completely pwn Legendary Level runs, even Dustbone with it's Fiends and Fleshers and Souls that cause KB, I just have the gear and the Cloudkill generated hp to soak the damage.
In Hells and above I usually use less damage clouds and more of the others listed above, plus I have Greater Orbs of Fire and Cold as well as Mord and party buffs for stat checks and Mind Blank... there's always something to do and some way to contribute.
It's been a very fun class to play. The only problem is getting access to a race that can give you a decent DC. IMO Half Celestial is the best race. Rilmani will get you the same DC but not as good saves/feats. If I recall correctly all other races are 2 DC off from these two and these two are already 1 DC off of the max possible (with no way to get higher).

Voicebind !cancel aoe, pay attention to mob movement with [TAB], and Heralds can safely get away with damage clouds even with KB mobs about.
