Most casters get Paragon spells and 2nd castings of Epics the Herald of Storms gets its "free" special "epic" which is the Storm Sprite. I had the though that maybe @ L61 give them a 2nd use on it for "free" to help bring them in line with some of the other things that miss out on.
The only other QC I can think of that misses out of this chance is Warchanters so it might be worth looking at giving them some bonuses along similar lines.
