The Characters Idea
This wizard is a utility mage using the Elf's able learner ability to do all the rogue jobs like search, disable trap and open lock. To do that successfully you will also need a good reportoire of gear to boost those skills to the maximum. He can also pick pocket mobs should you so desire to do for a little nich. But his main job is to get rid of the hords of monsters you encounter. Primarily he does that with instant-killing/inflicting spells from necromancy and illusion or even with detonate from evocation. Though he can deal good damage as well with evocation spells in for example boss fights. He has a fourth spell school which I let open for your own liking to choose. My suggestions are Transmutation (another good instant killer and damage option + epic wall), Divination (good for using PWK and an "extra" life through the epic) or Abjuration (good defence buffs and stronger debuff spells, the epic strips all buffs from enemies for sure), but feel free to choose what ever you want for your personal flavor.
I also gave him the Greater Ruin epic spell. This is a very useful instant killer against all sorts of enemies and is especially helpful for newer players.
Like with all casters I strongly recomend to read into your spells and learn what they can do, especially those that are from your spell-schools. This way it will become much easier to determin wich spells to memorize for what run, which is essential to become a successful wizard.
Alignment
Doesn't really matter, but you will eventually become permantently evil through the artifact.

Here I show what your skills should be like when you hit the mentioned level. You can also skip hide completely and put more points into search and disable trap to compensate for the lack for gear with boost to those (which might be a good idea as a freshmen)

Artifact
There is one easy choice here: The eye of Vecna - The intelligence artifact. And the best part of it to get it is: you will have to slay one of your natural arch enemies - Beholders. Hmmmm tasty beholder brains.
