Are transfers between characters allowed,if so,how do you go about bequeathing gold or items to your new character without impossing on another player.

We do not condone item/cash transfer between characters, as Higher Ground is a legit server. Not to mention, it detracts from the economy of the in game environment. I'd prefer you just battle your way up, without outside help.

Thats nice to hear, only its a shame it doesnt seem to be that way.
On playing several characters here, I have seen so many players with items and money they could not possibly have obtained by their level!
On occasions you cant help but feel the need to do transfers yourself, as its that or be left behind, or be ressed and helped by the people with the cash/items.
Is there any way to actually enforce it so that people cant transfer. Or at least make it so difficult they cant be bothered ?

even though it is somethign that should be considered for banning, many people would be ticked by that, so possibly add a cap to what can be transfered, people should atleast have some use for those lv 40 guys they tried so hard to make

I personally like being able to fund a new char with a lvl 40... otherwise it would take like a month to take a char to lvl 40, which kinda messes up your ability to experiment with new builds.

Yes, Anonalbe, that may be true. But, it destroys the intamacy of a player driven economy by exploiting ways to "fund" new characters. And yes, passing on money to yourself from a level 40 is an exploit.
I see it like this: HG is an Anti-Cheat server, and push for legit gameplay, and a legit player driven economy. If we have every level 40 running around passing out cash left and right, that entire ideal is going to go do the tubes, and quick. And frankly, I won't let that happen.
