How are you testing? It's correctly set to Fast in the database. Subrace id 143 for later reference.
I first did a race with a normal speed character vs a lythari- there was no visible difference in speed.
I then tested it in a race vs a furchin which has the same fast subrace description , both without hast or any speed increasing spells, and the furchin was easily able to overtake the lythari in a running race.
