Where is the opposite of the festering oubliette?

I thought I stumbled on a board, here, which was the opposite of the festering oubliette.  ie. A board where we could post kudoes and shout-outs.  Anybody know where it is?

The Spotlessly-clean oubliette sub-board, under bugs, looks like it is only for recovering characters.
