As the title says. PDK Rallying Cry strips and overrides extra attacks from Tenser's Transformation and similar effects. Once Rallying Cry wears off, you need to recast Tenser's / DP to regain extra attacks. !effects still read those buffs are active (e.g. you retain AC bonus from Tenser's), but attacks are gone. Tested in game with CL 60 staffmaster Tenser's and CL 55 stormslord Storm of Vengeance.

I think it is working as intended judging from the documentation in the How Attack Stacking Works sticky post. I run into a similar situation with the Divine Fervor paragon, have to reuse Shadow Evade, Divine Wrath, or change and use Toyshop boots when Divine Fervor ends.

The sticky post says this: Neither condition is met here, so Rallying Cry should not go in effect: 1) CL 55+ Tensers / DP grant 2 bonus attacks, RC grants 1. 2) CL 55+ Tensers / DP have full duration of at least 5:30 minutes, RC is shorter. Staffy Tensers lasts 1 hour, RC stripped it anyways. I think it is working as intended judging from the documentation in the How Attack Stacking Works sticky post. I run into a similar situation with the Divine Fervor paragon, have to reuse Shadow Evade, Divine Wrath, or change and use Toyshop boots when Divine Fervor ends. That is correct, because Divine Fervor grants more attacks than Shadow Evade, Divine Wrath, and Toyshop Boots. The situation I am reporting is the opposite: weaker effect overrides a stronger one.
