I'm not saying that the existence of an item that allows skipping an abyss layer makes no sense, but the idea of Pact doing it makes no sense (especially keeping the same name). I understand the idea is minimize work by leaving the item "as-is" but you'd be better off just asking for a new item that does this, instead of re-purposing Pact of Servitude that has nothing to do with abyss and nothing to do with skipping layers.
As for whether such an item should exist, I think it's asking a lot, since abyss is by design far more flexible than (pre-open order update) hells in terms of cycling. It seems to me that writ only even existed in the first place because of the way Hells worked, and a similar item wasn't included with abyss when it was released because abyss already loosened the strictness of hell tagging. Then, recall the whole conversation around Writ form when hell tagging order was unlocked the other year. Kind of makes arguing for a new writ for abyss seem extra needy.
That said, maybe nowadays there could be an argument for giving people a break with such an item. However, people just being less allergic to doing a run without tagging kind of solves that problem without an item getting invented to constantly allow every player every run to maximize their return. There's even people without guilds or regular scheduled runs to rely on, that had to deal with "helping without tag" for their whole careers, it's basically what HG was built on in a way, no?
So, sure, maybe just ease up on the difficulty and make an abyss writ. Voting no to that just sounds like being mean, I guess. But I thought most groups pretty much just do 1-3 in one sitting anyway these days?
