Bug in divine Power spell

I see in the changes to the spell as listed in the books in the item shop, that the Cleric should gain str relative to their level when they cast divine power.

But i have only ever get 20 str. My cleric (Nela) is now lvl 33.

Have i missed something or is this a bug?

A stat increase is capped at +12 from magical means.
