This isn't so much a bug as an oversight. I was wondering why the arcane academy is not listed on the PC scry list of nonrespawning quests.
It's happened to a lot of people that you spend an hour or two hacking your way into the arcane academy only to find that the runes are gone and the headmaster has already been defeated. Seeing as how the Glasdir and Sphinx which do respawn are listed, is there anyway you could add the arcane academy which doesn't respawn to the list?

It's not really that simple, because often only one or two runes are taken, unless the party is a bit trigger-happy. The headmaster status could be displayed, but he isn't the main reason many people go in there. And displaying the status of all 8 runes would be overkill. I may add a 'door has been opened' entry there at some point, but I'm likelier to include despawnings in the kill status of the other entries before that happens. Funky

Whether or not the Headmaster is dead could still be a good way to tell if the runes have been removed, because people don't usually go and get the runes without killing the headmaster or vice versa (I assume). Of course, knowing that he is dead could mean that people would be inclined to go there for the easy rune get, without having to fight him. Perhaps you could make them all disappear when the party leaves?

That'd make it harder to get runes, in some ways, which sort of defeats the purpose, no? And headmaster death is really a poor indicator, the last character of mine went in there to find the headmaster dea and not a single rune touched, a few weeks back, no doubt because someone was after the headmaster loot. Harder in the sense that you would have to fight the Headmaster every time you want to get a rune, yes. I'm not exactly sure what they do but they've gotta be worth fighting for, right?

Its hardly an issue as people don't tend to go there unless they are immo (I know good level 40's can but its risky) and as you are still immo in this area its effectively risk free and you've only wasted ten minutes or so to check it out with the benefit of 40-60k of exp for your trouble.

It's also pretty obvious once you get to the door. If the door is open, chances are headmaster is dead and some runes are gone. If door is still locked, youre all set.

Really, its easy to tell - all you have to do is go down and see if the front door is locked. If it is, then you're golden - if its unlocked, then chances are its been done already.
I think it should stay off the respawning quest list. It doesn't give tags, and its not horrible to get to, and not horrible to get THROUGH. And if you can't get down to check the door, you couldn't get there even if he was up, so no waste there.
