Hi, I was wondering whether there was a bug with Cloud of Bewilderment causing it to not require saves against some enemies. My reason for asking is my recent experiences against enemies such as the Tarros and abandoned temple guards (forgotten their names). My wizard had an Int modifier of +5, and was casting the basic spell once. However, it seemed to be 95% effective against the enemies I was coming across. Now from my memory I seemed to recall that Tarros had a fort save of 27 (though I could be wrong here), and when I asked another caster what fort saves the temple guards had he said it was 20 with one or two having saves of 22.
Now when casting CoB, it should (by my reasoning) have a DC of 17 (my char didn't have spell:focus evoction, so DC = 10+Int Modifier+spell level = 17). Therefore rather than working 95% of the time against the enemies, it should only be working 5% of the time. Other casters in parties that I've been in have had equally effective CoB's, with the enemy getting stunned (or is it dazed, can't remember) every time they enter the cloud. It could be that the enemies there have very low fort saves making CoB so effective, but I struggle to see how this could be, as to fail their saves against my casters CoB's say 75% of the time they'd need a fort save of 2!
Another example of how CoB seems to have either no DC, or a far higher DC than it should be is the difference in its effectiveness compared to that of Wail. My character has greater spell focus in wail, and before casting it I usually give my char an Int buff causing his multiplier to increase to +7 or +8. Therefore, the DC on wail of the banshee is 30. However, the temple guards will fail their saves more often against cloud of bewilderment than against wail!
Unfortunately I haven't tested this much against other enemies yet (at lower levels when using CoB my character usually has a high enough DC for me to expect it to work most of the time), so I don't know if it is specific only to these enemies, but it does seem very strange, and makes casters far too powerful IMO.
