I was on my "Vendetta Ride" tonight (where you go back and solo everything that destroyed you when you were younger) and noticed that there seems to be some disparity between these two dragons.
According to the PDF, Cesspool does not have a level cap (which seemed to be correct, I got loot) while Grehnaxas is capped at 32 (also appeared correct, all I got was money).
However, in terms of difficulty, Cesspool seems to be the wimpier of the two. My pet pretty much soloed this dragon, I only added 3 or 4 arrows before he dropped. He tried to fear, but besides that all he did was melee. The fight took all of 45 secs to complete solo.
In contrast, Grehnaxas timestopped me, cast some sort of breath several times which hurt, was resistant to spells and melee damage, petrified my pet, and caused me to heal myself and my pet 4 or 5 times. The fight took about 10-15 min to complete solo.
Given the areas that these dragons are in, the level requirements for those areas, when players would adventure to those areas and my perceived difficulty with both dragons; I am suggesting that the level caps for these two be switched. Cesspool should have a lvl 32 (maybe even 30?) cap and Grehnaxas should have its level cap removed.

To give some perspective, since different classes/builds may have different results; both of these dragons were killed 7/26/06 with a lvl 45 Sorc 11/RDD 10/AA 19 + LL. I only used arrows to attack both dragons (Greater Coldshock and Greater Acidfire). I also had the assistance of a pet with 700 HPs.
