I figured this would be the appropriate board to post this on since Higher Grounds has tweaked, modded, and customized just about everything in NWN.
is it possible to alter the initial char build points? and if so, how?

This isn't off topic, it's about NWN. And it's 99% likely that it's hardcoded into the game itself so impossible to modify. The only times you'll see yourself below 30 points is if you go a caster class that requires a minimum in some stat, so it spends some points to boost that stat high enough.

It does get pretty weird when you have a racial penalty to an ability score that's a minimum for your base class, especially considering if you were to just level up in that class through the course of the game you wouldn't need that high an ability score to do so. That may be why I've been reluctant to start a Tin Can Spending 5 points on a useless charisma score just feels so wrong...
