Since after reloading the entirely of NWN, and CEP, my game told me that I had this someplace when I tried to play for the first time, before it went and configured my graphics settings.
Do I have to uninstall and reinstall it all over again?

I'm pretty sure that Bad Strref is the default "display" for a corrupted chunk of data. For instance, I've got two voicesets that say "Bad Strref", although they work fine and are, in fact, two plot characters from HotU.
In addition, my Whirlwind Attack feat displays "Bad Strref" as the feat name and "Stinger Hide" as the feat description, although it too works just fine and lets me go to Weapon Master.
Even though all my Bad Strrefs have been harmless, I think that if an error window is popping up and telling you this, re-installation might be the best course...unless you have a method for finding the exact piece of data that's corrupted and copying over it.

mmm the only thing I know how to do is run the scandisk and the defragmenter. Sooooo it sounds like reinstalling again is the sane thing to do.

a bad strref is a reference to a non existing string in the talk tables. most texts that are stored locally are referenced this way. all the things nwn brough with it are stored in a file called "dialog.tlk" and cep has it's own one called "cep2_v1.tlk".
if you are getting bad strrefs, especially if you are getting them where other people don't, then either one of those tlk files is damaged, or one of the 2da files that refer to those tables is. in any case, reinstalling should fix it.

Will the critical rebuild have those files? Then you wouldn't have to completely reinstall. Try reinstalling CEP2 at least, the problem could be there. But yeah, if that doesn't work, reinstall.
