Is this concept even possible. Something that gives the same effect as a tower shield but still keeps the offhand available. A spell or item even just carryable in inventory?

Not sure, I suppose you could get a bonus to ac, but animations *could* be hard.. although thinking about the epic spell that sets a series of shields around you...... Of course this was actually a property that a shield (or weapon) could have in PnP, xD.

kinda where I got the Idea from I recently pulled out my 3rd and 3.5 ed books and stuff (forgot how many I got) i found the dancing property and thought it might be a neat thing for HG as then those that cant use Shield and get the AC bonus from it could if it can be done. Just not a coder though.

As much as I'd like this for my wizard, it'd ruin the balance for caster classes. Wizzys and sorcs aren't supposed to have high AC, that's what tanks are for. Otherwise we'd have both conceal and have a good chance to avoid the enemy whenever they get through the shield.... It's the same reason AC spells (Shield (deflection), Barkskin (natural), Magic Vestment (armor/shield)) bonuses aren't scaled to max +20 (I'm assuming).

They are, you can get an excellent ammy of natural armour... lol if someone falls for this may I watch what happens?
