dragon breath dc is supposed to be druid level + shifter level +LL levels right? my druid's dragon breath seems to be stuck at 39, even though i am level 44, with one level of monk should put it at 43.

Do you have another character with a similar name? Please provide specifics, as well - I assume you are talking about dcs there, with the 39 and the 43 and 44, as well as levels, yes? Thanks, Funky

Druids without shifter levels take a -4 penalty on dragon breath DC and damage dice.

Aye, that would explain it, though he said 'stuck at' which leads me to think LLs are not increasing it as they should be - which would make it a CC issue. Funky

stuck at might not have been the perfect term to use, but that tottaly makes sense.
is one level of shifter enough to negate the penalty?

Sorry, made that statement from memory alone, you actually need at least 10 shifter levels to avoid the penalty.
