In order to cast sorc spells you need CHA correct? but the accursed uses CON to determine spell lvl so in effect can a toon be created with minimal CHA and be able to cast all sorc spells as a accursed?

Pretty sure you still need 19 Charisma for level 9 spells.
Constitution doesn't raise your caster level either. It caps it.
A level 60 Pariah with 40 con has their caster level capped at 40.
