Silent spell because it allows you to take two tiers of certain spells, specifically of the nice lvl 7's and 8s like earthquake, destruction, etc. Quicken allows you to take an extra tier as well, but a tier of spells 4 levels higher than normal - spells that are no better than if you cast them at their regular level. There is no spell good enough that you would want to use it rather than a spell 4 levels higher.
