I made a toon the other day in the test chamber that had 25 levels of blackguard. The book says that a few abilities would change(Serious Wounds->Dark Kiss), but none of them seemed to change for me. ISW still function normally, with a crappy 9 dc(weee). I tried casting it on my weapon, but no luck(not a valid target). Am I doing something wrong, or is the BG buggy?

As Death's Kiss goes, you need to cast it on a valid target for the Inflict Serious Wounds spell.
This could be a foe (the dummy) or a placeable (try it on the chest giving weapons, should work also on the chain in the test chamber). It can also be successfully casted on transition placeable but it have then a nasty side effect.
I think the other Blackguard abilities dont work properly (Bestow curse and mass vampiric regen).

I cast ISW on the dummy and it did the normal ISW spell. I didn't see anything different about it.

I just double-checked these (ISW/Death's Kiss, ICW/Bestow Curse, Contagion/Mass Vamp Touch) and they should all be working. You are using the abilities from the Blackguard Special Abilities radial, correct?
When you use ISW on a target, you should get a message similar to 'Serengetti given Death's Kiss!' to let you know you have applied it to your weapon.

I logged in and tested. It all seems to be working now. Last night though it cast the normal spell against a dc of 9.
