Ok so back to OP original request I finally had enough time to put down an option that seems viable as a CC Fighter w/ Rogue splash and skills.
Base Race: Elf
Sub-race: Salamander
Armor Skin, Dodge, Mobility
STR: +6
DEX: +2
INT: +2

I left gaps generally you can assume a continuation of the last listed but the next listed is the total added in the gap.
Final Stats:
Note: AB, AC, & Saves assume +12 gear non demi. If you go light armor and shield you lose monk AC & Attack Progression but over all gain more AC. You also have the option to equip a flag and go with a single Nunchaku to max AB and add some buffs from the gear slot vs dual wield. If you take this and get demi iterations, artifacts, and +14 or better gear the light armor version can fall behind in its benifits. Skills should hit the 127 max but you will need to have full buff to those skills and in Hells or Abyss a GR will be required.
