For wizard, if it's still an option I would suggest going with gnome as your base race (planewalker is any race). This nets you a free feat for illusion.
For a caster, pure is the best way to go. My advice to you is to start reading the spell changes now, while you're working out your build; and get familiar with the different area's needs. This also helps focus your build on a particular theme, death vs damage vs disable, etc. There are a lot of very good guides on the wiki.
What sucks is there's no real wizard race for UR class.. Illithid is actually a more useful class in most cases; but makes it less able to withstand some area's.

Theres always stargazer that imo is better if you want to go pure (for splash with rogue ilithid is better as it gives you 10% extra bonus xp). Dont go gnome on wizard, you want to use staff and shield someday (even without shield feats its easy to get hands on amulet of eramu or lolth ring to equip one at lv60) and gnome only lets you use shield if its with stygia fan, which has less slots, if you want free feat go human and you can choose which one you take.

These 2 are good, indeed. But best combination for wiz is and Especially if you can find one shield with all lv9 slots and exotic immunities up and then you can even aug with some more wiz slots. And if I remember correctly, gnomes/halflings cant use Tower shield even if using fashion accessory. Anyway its just a matter of choices.

All ego items are bright purple in text color, hard to miss. They are also exceedingly rare.
Any aug, including master/ego, can appear on any randomized item.

Elminsters but not all purple Elminsters items have the same boosts as I have some purple text armor with the name and extra level 9 spells but without the dc boost.

The stat boost in the Elminster's master aug are slotted, but every elminster's aug should provide a +DC. If you have one that doesn't I would talk to a DM. or give that useless item to me. =)

Reincarnate when you get that kit.. honestly, those two peices of kit are not worth the problems of running a build from 1-60 with limitations, then hope like heck that you win the loot split when they drop (or start saving coz they'll cost two arms and a leg). Susurrus of Sorcerer and teldars travail would be able to get him through nicely until he gets to BUR kit level - teldars from lvl26 assuming he has something with shield. But I like the idea of stargazer as an option, though not exactly.. wizard class? Planewalker reduces your kit needs dramatically, and the stat spread might make you more hardy than the gazer. Just imho though
