Is your arf2.exe placed in a Program Files directory under Windows Vista/7? If so, the download is likely failing due to write failure to a directory protected by User Account Control (UAC).
Running arf2.exe as an administrator may still not permit changes to files; the solution I chose was to install my game outside of UAC's jurisdiction. Alternatively you could try shutting off UAC to see if it permits the download--all of which is moot if you don't actually have the game installed in a UAC directory or have UAC in the first place.

Thanks for the suggestion. I'm on WinXP, so that's not the issue (plus it's located at C:\NeverwinterNights\NWN\arf2). I just tried re-installing ARF2 - not working this time. It still tells me it cannot download the config file...

Have you tried manually downloading arf2-server.ini and placing it in the directory arf2.exe is in? Should bypass the download.

I have now. Thanks for the suggestion. It's still failing at the same point, though. I tried putting the ini file in all three folders (arf2, arf2/arf2-downloads, and arf2/src).
Hmm, I just took another look at arf2.ini. It has an entry for ini:
ini=http://www.hgweb.org/arf/arf2-server.ini
That's the default. I tried changing it to read it locally off my computer (e.g., ini=C:\NeverwinterNights\NWN\arf2\arf2-server.ini) but it then gives me an error about a malformed URL.
Is there something else I can do to manually force the arf2-server.ini on it?

Webroot keeps telling me that arf2.exe has an infection of trojan w32.Trojan.gen. Is there something wrong with the download because my computer was clean before.

No, it's been discovered! Our plans for world domination...foiled...
That's a false positive, assuming you got it from us. Our file download hasn't been edited. According to acaos, arf2 is written in autohotkey, and apparently a couple of AV companies automatically detect AHK as a trojan. Also, virustotal shows clean, and 'Trojan.gen' sounds like 'generic possible trojan false positive'.
So, your computer is safe, and our plans for world domination are still intact...mwahahha...MUWAHAHAHAHAH. *pinky to lips*

if you want to point a URL to a local file, you have to use(for example)
ini=file://C:\NeverwinterNights\NWN\arf2\arf2-server.ini
hope that works for you(even if you got it working already it might come in handy later)

Fixed my issue (yay), just wanted to ask a question and say thanks to Funky for pointing me here (would not have realised myself that it's under this section).
Question: There are three of us in the house that play NWN (three separate keys), previously we used to just have multiple batch files to copy cdkey and playerinfo to the relevant directories. ARF works perfectly from shortcut and direct, but not from batch (or so it seems). Is there a way to add a few "pre-run" commands? Would be ideal to do other things too like clearing logs or backing up logs, etc.

I got another issue i cannot solve on my own. I am getting the same error over and over again and cant make the update complete. I dont know where the error is.

So it cannot decompress something for whatever reason. I would download the stuff directly and then just unpack it myself but i have no link to it to do so. Any ideas what might work?

I suggest you turn off compatibility mode. I'm win 7 64bit, and I don't use it for arf2. I'll get the GUI files linked here shortly; we're still working on the rar version on hgweb.

Using win7 x64, every time I try to run arf2 it starts minimized and will not maximize again. The only way I can solve this issue is to completely delete arf2, and restore a completely clean copy, which then has to update itself again to current, and then check all installed files. As a workaround, this is fine, then when I next run arf2 I am back to the above situation where it starts minimized again. Surely I should not have to do this every time?
